Why would expats rather flock to Panama than to a comfortable American condo in Florida? Low housing & living costs, coupled with a stable political environment, relatively safe streets and that great tropical climate, make it a much more sensible proposition than grinding away for several more years to scrape together enough money for a condo on the Florida coast.
